When have I told you this ? (我什么时候告诉过你这些？）
=I don't think I have ever told you this.
书上说这是一个修饰疑问句，等于否定陈述句，when在这里不指时间。
我的问题是：
1）为什么这里的when不指时间， 如何理解？不指时间的话，那究竟指什么呢？
2）句中的“告诉”tell是持续动词，还是短暂动词呢？因为有一本书上说，since when也可引导修辞问句，但对谓语动词有要求：
如果是持续动词，那么since when + 持续动词的现在完成时或一般现在时均可。但是如果是短暂动词，就只能用一般过去时，而不能用现在完成时。
所以，我想，我提问的句子是否可以等同于Since when have I told you this ? 如果等同，那么就涉及到tell是否是持续还是短暂动词？如果是短暂动词，那么
Since when have I told you this ? 就是错误的，应该改成Since when did I tell you this ?
如果是持续动词，那么
Since when have I told you this ? 就是正确的 = Since when do I tell you this ?
